One of our favourite festivals in the whole world happens every year in Chalon-sur-Saône, France.
It's best for street performance and outdoor theatre, very odd things happen in tents and bars too, and there are great bands as well.

A great Festival in Firenze (that's Florence in English), Italy is also called 'Fringe'
Their website's a bit 'artier' than ours - but then they run an internet festival too.
